firms like Procter & Gamble, Xerox Learning Systems, and several global consulting
companies. Prior to working in the business sector, he was a high school teacher and
head football coach for three years.
He recently retired from his company. In addition to teaching at PennWest California,

Prior to starting and running his own business, he was a vice president/general manager
of sales for Xerox Learning Systems, an SBU of Xerox. He held profit and loss responsibility
and was ultimately responsible for hiring and managing hundreds of sales and sales
management professionals. The organization was a premier provider of training programs,
consulting services, and behavioral assessment tools used to improve clients’ sales
effectiveness. The training included sales, management / leadership, customer management,
and interpersonal skill-based programs. He is certified to teach 21 training programs
from the aforementioned list. These programs had been used to strategically train
global professionals.
He has considerable community service: president of the North Allegheny Football and
Swimming Booster Clubs; executive committee member of the Pittsburgh Chapter of the
Italian-American Athletic Hall of Fame. He has been president of the Salem Football
Alumni since 1999. He serves on the executive board of the Athletes of Action, which
generates revenue for scholarships for student-athletes in the Sto-Rox and Montour
school districts. Before resigning in 2013, he served nine years as a commissioner
for Marshall Township, Pa.
Dr. Tarquinio's experience in sales, executive management / leadership, and business
ownership has convinced him that organizational effectiveness is determined by locating,
attracting, and hiring the best, potential talent; training and developing the best
to be better; and, working as individual contributors or in teams to create stakeholder
value. He also believes that talent is the greatest competitive advantage source available
